This page will contain all you need to start Modding in BlackOps.

Note: Mod Support is now enabled on COD Blackops, since PATCH 1.09 (27-05-2011)

Minspec for the tools is not the same as minspec for the game. Treyarch's developer minspec on Blackops is more like Vista-64 with 8GB of RAM and Nvidia 200 series card. Tools may work with less, but aren't tested with less.
